Storms and outages
Star Valley, incorporated in 2005, covers about 36 square miles of Rim Country and has a Floodwater Committee
The Town of Star Valley incorporated in 2005 and covers about 36 square miles in northern Gila County, surrounded by Tonto National Forest near Payson and the Mogollon Rim. Its Floodwater Committee has been chaired by Council Member George Binney.
A town with a standing flood committee knows that water is part of the planning. A business in a place like this keeps a plan for storms, and cold storage belongs in it. A generator trailer keeps a cooler running in a storm outage, and a portable refrigerated trailer can hold food and medicine on higher ground when a wash runs.

Payson's World's Oldest Continuous Rodeo ran August 15-16, 2025, a tradition dating to 1884
The World's Oldest Continuous Rodeo ran August 15 and 16, 2025 at the Payson Event Center on South Beeline Highway. The PRCA-sanctioned rodeo dates to 1884 and billed itself as the longest-running in the country, with a Wrangler Bucking Cancer night, a Patriot Performance, dances after the last bull each night.
A rodeo in August is a hot-weather event, and every cooler that opens loses its cold. Food booths and beverage vendors work from morning to midnight. A portable refrigerated trailer can serve a group of vendors together, which beats each one hauling ice from town. The rental calculator shows the weekend rate.
Fires
The Highline Fire burned 4,929 acres north of Payson in June 2017 and evacuated La Cienega and Ellison Creek Estates
The Highline Fire started June 10, 2017 about eight miles north of Payson, in the old Dude Fire scar, and by June 16 it had burned 4,929 acres and was 35 percent contained with 1,069 people assigned. La Cienega and Ellison Creek Estates remained evacuated, Bonita Creek was on pre-evacuation status, and a Red Cross shelter opened in Payson.
More than a thousand people on a fire need breakfast, lunch and dinner for days, and the shelter in Payson needed the same for evacuees. Camps like that run on refrigerated storage. A portable refrigerated trailer is a typical part of the setup, and a mobile kitchen trailer handles the cooking. Neighbors in Star Valley are in the same forest.

Storms and outages
A January 2017 winter storm knocked out power to about 4,300 customers in Payson and Pine-Strawberry
After a major storm moved through on January 20-21, 2017, with a foot or more of snow at higher elevations, about 4,300 APS customers in Payson and Pine-Strawberry lost power on Saturday night, mostly from downed lines or blown fuses. Most outages were resolved by Sunday afternoon, with more snow forecast.
A day without power is manageable for a household, but a store or restaurant with a full walk-in loses thousands of dollars in food. Snow on the Rim makes repairs slower. A generator trailer keeps the cooler running while the lines are down, and a 20ft refrigerated trailer can take the overflow.
Fires
A May 2025 wildfire town hall in Payson covered utility power shutoffs as a last resort
In May 2025, ahead of the fire season, the Arizona Corporation Commission held a wildfire town hall in Payson where APS, SRP and TEP described vegetation management and grid hardening, including public safety power shutoffs as a last resort during extreme fire risk.
A planned shutoff, even a rare one, is a good reason for a business to have a plan. A restaurant or store that depends on refrigeration loses its stock in a long outage. A generator trailer and a portable refrigerated trailer can be reserved for the fire season, so a shutoff becomes an inconvenience instead of a loss.

Fires
A fire near Forest Lakes in March 2026 was one of the first of what federal forecasters expected to be an early, intense season
On March 21, 2026, a small fire of an acre or two burned near Forest Lakes, east of Payson, and the Forest Lakes Fire District responded. The National Interagency Fire Center called it one of the first blazes of what it expects to be an early, intense fire season, with drought conditions expected to return across Arizona by May.
An early season stretches the time that businesses need to be ready. A restaurant or store in Rim Country can reserve a portable refrigerated trailer before the first evacuation order, instead of calling around during one. A generator trailer rounds out the plan if power is cut.
Construction
A $76.2 million widening of SR 260 east of Payson began in June 2026 and runs about two and a half years
ADOT's SR 260 Lion Springs Improvement Project, which began in June 2026, adds a travel lane in each direction between mileposts 256 and 260, plus a center-turn lane and median, a frontage road for Diamond Point, three wildlife crossovers and drainage work. It costs $76.2 million and will take about two and a half years.
A construction job that long needs a long-term crew kitchen. Contractors on remote highway work often set up a mobile kitchen trailer and a 20ft refrigerated trailer at the staging yard, so crews eat on site instead of driving to town. The rental calculator shows a monthly rate for a project of that length.
Construction
Payson's infrastructure list topped out near $160 million in 2022, from stormwater to fire stations
In May 2022, Payson put together an infrastructure priorities list that topped out near $160 million, including $25 million for stormwater management, $17 million to replace two outdated fire stations and expand the police station, $12 million for American Gulch floodplain mitigation and $10 million for Payson Event Center improvements.
A list that long means years of construction in the Rim Country, with crews that need meals, ice and cold storage on the job. Contractors working around the Rim can use a 12ft refrigerated trailer for a small crew or a mobile kitchen trailer for a larger one, and move them from site to site.
Construction
A 94-room Home2 Suites planned for Aero Drive in Payson won a height variance to 56 feet in 2022
In March 2022, Payson's Planning and Zoning Commission approved a height variance to 56 feet, up from the 45-foot limit, for a proposed 94-room Home2 Suites by Hilton at 110 West Aero Drive. The hotel would add a 100-seat meeting area and an indoor pool, and approval was conditional on widening West Aero Drive.
A new hotel with a meeting room and a breakfast service means a kitchen, and a building crew that needs somewhere to eat for months. During construction, a contractor can bring in a mobile kitchen trailer and a 12ft refrigerated trailer. Later, a caterer working the meeting area can rent the same for an event.
