Storms and outages
Eloy and Pinal County declared emergencies after a July 2022 monsoon storm left 90 percent of the city without power
A monsoon storm on Sunday, July 17, 2022 snapped power poles and lines in Eloy and Arizona City. Mayor Micah Powell said about 90 percent of the community had lost power, with no restoration time, and the city and then the Pinal County Board of Supervisors declared a state of emergency. One resident said his food spoiled despite dry ice and bags of ice, and his house reached 105 degrees on Tuesday.
Several days at over 100 degrees without power is a food-safety problem on a citywide scale. A grocery, restaurant or senior living center can sign up in advance for a generator trailer and a portable refrigerated trailer, because bags of ice don't hold a household freezer through three days of July.
Storms and outages
Dry ice ran out by 3 p.m. in Eloy and Arizona City as more than 8,800 customers waited for power in July 2022
On Monday, July 18, 2022, APS counted over 5,000 customers without power in Eloy and over 3,800 in Arizona City, with restoration estimated for Wednesday at 6 a.m. Dry ice was handed out at Eloy City Hall and the Arizona City Golf Course, but both ran out just after 3 p.m. Santa Cruz Valley Union High School opened its gym as an emergency shelter for 48 hours, and Toltec Elementary offered overnight cots, water and food.
Dry ice for 8,800 customers runs out in an afternoon, and a day of rationed ice in July won't save a pantry. A city, church or school running a shelter can keep a 20ft refrigerated trailer on call for donated food and medicine, plus a mobile kitchen trailer for hot meals when the cafeteria can't carry a full town.

Eloy's first hospital opened off I-10 at Sunshine Boulevard with an emergency department and a trauma room
Exceptional Community Hospital, off Interstate 10 at the Sunshine Boulevard exit, opened as Eloy's first hospital with an emergency department and trauma room, an outpatient clinic and an imaging suite offering X-ray, CT and MRI. Mayor Andrew Sutton said it "puts Eloy on the map," and the city held an official opening celebration on October 30 after about six weeks of operation.
Every new hospital is a new cold chain: pharmacy, blood products, lab samples and a kitchen all need power that doesn't flicker. A city with a first hospital also has a neighbor in the middle of monsoon outage country, so a refrigerated trailer and a generator trailer belong on the contingency list for any backup plan.

Eloy's 2026 development list includes a 122-acre data center and a 26-lot industrial park
The city's 2026 development pipeline lists Southwest Crossing, a 122-acre data center approved with questions about water use and building height, and the Sunshine Industrial Park, a 148-acre, 26-lot light industrial subdivision that has also been approved. It also shows the 338-acre TES Eloy mixed-use rezone near the treatment plant as an advanced application.
Industrial lots take years to build out, and tenants arrive with product that needs to stay cold: food distributors, medical suppliers, e-commerce. A new tenant that isn't ready can lease a 20ft refrigerated trailer or a refrigerated container as a bridge while its own building goes up, rather than turning down a contract.

Eloy's council approved Eloy Commons in August 2025: 21 acres of light industrial and 12 acres of housing

The north section is about 21 acres of planned light industrial use and the south section is about 12 acres for medium- to high-density housing, in line with the city's long-standing wish for more jobs, housing and retail along the exit.
A freeway-exit industrial site close to I-10 is where distributors look for short-term space. A food or beverage distributor can start with a 12ft refrigerated trailer on a leased pad while it waits on a building, and scale up to a 20ft refrigerated trailer when the first contract grows.

A utility-scale build means hundreds of workers on open ground in the desert, hours from a restaurant. A contractor can run a mobile kitchen trailer for the crew, hold lunches and drinks in a 20ft refrigerated container, and keep a generator trailer on site for a base camp before the grid arrives.
Storms and outages
Eloy firefighters call I-10 mile markers 209 to 219 the "Bermuda Triangle" for dust-storm crashes
In July 2025, Eloy Fire Battalion Chief Matt Mayo said crews expect I-10 accident calls whenever a storm moves in, and the department's nickname for mile markers 209 to 219 is the "Bermuda Triangle." He advised drivers to get off the road if they can, or to pull onto the shoulder, set the brake and keep seat belts on, without hazard or brake lights. ADOT's Doppler dust detection system was not yet fully operational.
A highway that closes in a haboob strands a refrigerated truck as well as a passenger car. A hauler or produce distributor that runs I-10 can arrange a 20ft refrigerated trailer at a yard near Eloy for a transfer, so a delayed load of produce has somewhere cold to go until the road opens.

Storms and outages
A dust wall on August 25, 2025 dropped visibility to near zero in Arizona City, Casa Grande and Florence
Storms that began in southeastern Arizona in the early afternoon of August 25, 2025 sent an outflow northwest through the I-10 corridor, and the Weather Service said visibility dropped rapidly toward near zero in Arizona City, Casa Grande and Florence. The dust wall reached Phoenix Sky Harbor around 5:30 p.m., and the outflow lasted an extended time.
A dust storm on the way to the Valley arrives with a drop in visibility and a rush of wind, and what follows is often a short outage and a pile of delayed shipments. A grocer or distributor can keep a portable refrigerated trailer and a generator trailer on a monsoon plan, so one storm doesn't mean a second loss of product.
Storms and outages
A Monday monsoon storm in September 2019 blew the roof off Aztec Tires and toppled a tractor-trailer in Eloy
A damaging monsoon storm hit Eloy on a Monday in September 2019. It knocked over a tractor-trailer and blew the roof off Aztec Tires more than 100 yards from the rest of the building, and downed trees and damaged utility poles. The National Weather Service had said winds up to 60 mph were very likely, and a blowing dust warning went out at 2 p.m.
A tire shop with its roof gone can't store or sell anything the same day. A small business hit by wind can rent a refrigerated container or a 12ft refrigerated trailer as secure on-site storage, and a generator trailer lets it keep working while the building is repaired.
